Updates on Lithium-Ion Battery CQC Certification Rules Release Time:2022-05-18

On April 27, 2022, the China Quality Certification Center revised the Safety Certification Rules for Secondary Batteries and Battery Packs for Portable and Stationary Electronic Devices. This revision is reflected in 7 aspects:



On April 27, 2022, the China Quality Certification Center revised the Safety Certification Rules for Secondary Batteries and Battery Packs for Portable and Stationary Electronic Devices. This revision is reflected in 7 aspects:

1. The name was modified to "Safety Certification Rules for Secondary Batteries and Battery Packs for Portable/Stationary Electronic Devices".

2. Expand application scope of secondary batteries and battery packs for Stationary electronic equipment;

3. Add GB40165-2021certification standard and delete IEC62133:2012 and GB/T28164-2011.

4. Add 5.3 inspection conclusions.

5. The validity period of the certificate is modified to 5 years.

6. Modify 8 review requirements.

7. The certification mark is modified to "CQC basic certification mark".

Certificate   Validity Period

Certification   mode 1: valid for one year.

Certification   mode 2&3: long-term validity.

Certification   mode 1: valid for one year.

Review   Requirements

Submit   an application for review 3 months before expiry date.

Applies   to certification mode1 only:

1.   Carry out the type test again, pass the CQC review, and become long- term   effective.

2.   Accept the factory inspection, certificate becomes long-term effective.

Submit   an application for review 3 months before expiry date.

Certification   mode 1:

When   conducting the review, applicant can independently choose one of the two   review modes. 1. Conduct the type test again and extend the validity period   of the certificate for one year after passing the CQC review.

2. Accept   factory inspection in accordance with the requirements of the initial factory   inspection. After the CQC review is qualified, the certification certificate   is valid for 5 years. The validity of the certificate is maintained through   regular monitoring.

Certification   mode 2 & 3:

If the supervision result is qualified for last   certification within the validity period of the certificate, CQC will   directly issue a new certificate after receiving the certification   commission. The review and renewal of the certificate should be completed   within 3 months after the expiration of the certificate. Otherwise it will be   treated as a new application.

 2. Product for New Rules Application

a. Stationary information technology equipment (IT equipment).

b. Stationary audio and video equipment (AV equipment) and similar equipment.

c. Stationary communication technology equipment (CT equipment).

d. Stationary measurement control and laboratory electronic equipment and similar equipment.

The above electronic devices do not include all devices, which mean that products not listed above are not necessarily excluded from application scope of the new Rules.

Lithium-ion batteries and battery packs like uninterruptible power supplies (UPS), emergency power supplies (EPS) are also apply to the new Rules.

As a third-party battery test and certification laboratory authorized by CQC.AGC is fully capable of meeting the new rules requirement and can cooperate with customers to cope with the certification requirements of lithium battery-related products under the new CQC rules.
