In November 2021, the European Commission drafted the authorization regulations to amend the restriction requirements of hexachlorobenzene (HCB, CAS No.: 118-74-1) in Annex I of the POPs Regulation (EU) 2019/1021. According to the draft, hexachlorobenzene (HCB) with a concentration equal to or less than 10 mg/kg (0.001%) (by weight) in a substance, mixture or article will be exempted as a trace pollutant. Hexachlorobenzene is a substance used in pesticides, and annex I currently does not set a limit for hexachlorobenzene.

Public comments on the draft regulation are due until December 6, 2021, and the draft regulation is scheduled to be passed in the fourth quarter of 2021.
The POPs regulations aim to protect humans by prohibiting, eliminating or restricting the manufacture, placing on the market and use of substances controlled by the Stockholm Convention on Persistent Organic Pollutants or the 1979 Protocol on Long-term Persistent Organic Pollutants and Air Pollution. Health and the environment are protected from persistent organic pollutants, and the discharge of such substances is minimized.
