UN 38.3 2023-2024 renewal certificate The certificate is valid for the current year and needs to be renewed after January 1 of the following year!
UN38.3 refers to Section 38.3 of Part 3 of the "Manual of Experiments and Criteria" specially developed by the United Nations for the transportation of dangerous goods. The safe transportation of lithium batteries must have a test report that meets the requirements of UN38.3, as well as a cargo transportation condition appraisal report that proves compliance with the new version of DGR and IMDG rules. Passing the UN38.3 test is a prerequisite for safe transportation of lithium batteries. If necessary, packages for lithium batteries transported separately or transported with equipment need to pass the 1.2m drop test, and the packaging must meet regulatory requirements before they can be transported.
(*Including secondary lithium batteries and primary lithium batteries, which belong to Category 9 dangerous goods. Other non-lithium batteries can be treated as chemicals, and UN 38.3 does not apply.)
In order to effectively ensure the safety of battery air transportation and avoid the occurrence of unsafe incidents, during the collection and transportation of each type of batteries at each airport, the batteries must be certified to comply with Section 38.3 of Part 3 of the Manual of Experiments and Standards (i.e. UN38.3). Products without UN38.3 conformity report cannot be accepted for shipment.
The transportation regulations or standards based on the 2024 Air, Sea and Land Transportation Appraisal Certificate are:
ØThe standard on which the air transport appraisal certificate is based is updated to DGR 65 version;
ØThe transportation regulations based on the maritime transportation appraisal certificate are IMDG CODE (Amdt. 41-22) 2022 edition;
ØThe transportation standard JTT 617-2018 based on the domestic land transportation appraisal certificate;
ØThe European Land Transport Appraisal Certificate is based on the transport regulations ADR (2023 version).
Note: DGR version 65 and IMDG CODE (Amdt. 41-22) 2022 version will take effect and be enforced on January 1, 2024.
