In 2017, under the background of "Vision 2030", Saudi Arabia gradually began to implement the "Saudi Product Safety Plan" (SALEEM). In order to cooperate with the SALEEM plan smoothly, SASO developed and launched the SABER online registration platform and connected with the Saudi customs system. Use the SABER platform to query according to the customs code, the system will show which technical regulations the product needs to implement, and the type of certificate that needs to be issued through the system. Starting from January 1, 2021, all products entering Saudi Arabia must be registered on the SABER platform, otherwise customs clearance will not be granted. For products that are determined to be low-risk after being queried on the SABER platform, there is no need for a third-party certification body to issue a certification certificate. You only need to log on to the SABER platform to apply for a self-declaration, and then apply for a batch shipping certificate. All applications must be initiated by a company officially incorporated in Saudi Arabia.
Regulated products
All products entering Saudi Arabia must be registered on the SABER platform.
Certification process
1. PCoC certificate (product conformity certificate)
(1)Importers register SABER platform system account;
(2)Enter the application information into the SABER system;
(3)Choose a conformity assessment and certification body in the SABER platform system;
(4)Pay the PCoC certificate fee;
(5)Exporters/producers provide certification documents;
(6)The issuing agency submits the approved documents to the SABER system;
(7)The SABER platform issues PCoC certificates online, and the certificate is valid for 1 year.
Note: Some high-risk products require factory inspection.
2. SCoC certificate (batch shipment conformity certificate)
(1)Submit SCoC application materials to the SABER system;
(2)The issuing authority confirms the validity of the PC certificate;
(3)Pay the SCoC certification fee;
The SABER platform issues an SCoC certificate online, and the certificate is only valid for the batch of imported goods.
Note: All SCoC applications currently require a 13-digit product barcode.
