In addition, on January 26, 2015, the Ministry of Finance and the State Administration of Taxation jointly issued a document stating that, starting from February 1, 2015, consumption tax will be levied on batteries and coatings in the production, commissioned processing, and import links, so as to achieve the purpose of environmental protection, the document also stipulates that coatings with a volatile organic compound (VOC) content of less than 420 g/l (inclusive) under construction can be exempted from consumption tax. The filing materials for exemption of consumption tax shall provide the original and copy of the product inspection report issued by the inspection agency recognized by the quality and technical supervision department at or above the provincial level, and a copy of the attached table of related product inspection capabilities.

 

"Testing agencies recognized by the quality and technical supervision department above the provincial level" refers to the currently valid "Qualification Accreditation Measurement Certification Certificate" (using the CMA logo) issued by the National Certification and Accreditation Supervision and Administration Commission or the provincial quality and technical supervision department according to law, and " The attached table of the "Qualification Accreditation and Measurement Certification Certificate" has testing agencies with corresponding battery and paint testing items.
