According to Federal Law No. 10/2017, the government of the United Arab Emirates (UAE) implements mandatory supervision of electrical and electronic equipment (EEE) to control hazardous materials in electrical and electronic equipment. This technical regulation is implemented under the UAE Conformity Assessment Scheme (ECAS). It is supervised and managed by the only designated regulatory agency-the United Arab Emirates Standards and Metrology Authority (ESMA), and will take effect on January 1, 2018.

Conformity assessment procedure:
Mode 1:
1. The applicant submits technical documents, and should submit risk assessment and corresponding material declaration documents if the ROHS comprehensive product assessment cannot be completed;
2. The applicant drafts the Declaration of Conformity (DOC), including key components;
3. Submit ROHS test reports for 3 kinds of high-risk key components:
4. The certification body checks the prescribed limits when assessing technical documents:
5. The certificate of conformity issued by the certification body is valid for 1 year.
Mode 2:
1. The applicant drafts the Declaration of Conformity (DOC);
2. The applicant submits an application to the ESMA certification body, including submitting risk assessment and related documents in accordance with IEC 63000 and IEC 62476 standards;
3. The certification body conducts factory technical audit and material control measures verification, and issues a factory inspection report (IEC63000);
4. The certification body inspects compliance and issues a certificate of compliance with a validity period of 3 years.
ECAS RoHS certification requires a third-party laboratory test report accredited by ISO 17025, the test method is IEC 62321 series standards, and a valid UAE trade license is required.
